To be eligible for equitable remuneration, a sound recording must have been published.


It must also have been produced by a Canadian maker - or a resident maker of a country party to the Rome Convention or the WIPO Performances and Phonograms Treaty (WPPT) - or fixed in Canada or in a country signatory to these acts.

Rights in Other Jurisdictions


Internationally, each country sets its own tariffs and distribution methods. By way of reciprocity, sound recordings eligible for equitable remuneration in Canada are also eligible in countries that are signatories to the Rome Convention and the WIPO Performances and Phonograms Treaty, subject to an applicable tariff for equivalent use.

Equitable remuneration tariffs in Canada


Panorama collects royalties from music services and for the following uses of sound recordings: radio broadcasting (terrestrial and satellite), webcasting (semi- and non-interactive), cable broadcasting, background music. 

It does not collect royalties from digital streaming platforms.

1A – Commercial Radio


Tariff setting the royalties to be paid each month by a commercial radio station for the communication to the public by telecommunication, over-the-air broadcasting and simultaneous transmission of a radio signal of musical sound recordings.

1B – Non-Commercial Radio Other than the CBC


Tariff setting royalties payable by non-commercial radio stations, including stations operated by non-profit organizations, such as campus, community or native radio stations. It concerns the broadcasting in Canada, by over-the-air radio, of musical sound recordings.

1B.2 – Non-Commercial Simulcasts and Webcasts


Tariff setting royalties payable by non-commercial radio stations, including stations operated by non-profit organizations, such as campus, community or native radio stations, for the simultaneous linear communication of broadcast signals via the Internet or other digital network to a device (“simulcast”).

1C – Canadian Broadcasting Corporation (CBC) Radio


Tariff setting the royalties to be paid by the CBC for the communication to the public by telecommunication of musical sound recordings, by over-the-air live radio and by simultaneous transmission of a radio signal.

2 – Pay Audio Services


Tariff setting the royalties to be paid for the communication to the public by telecommunication of musical sound recordings, for private or domestic use, when a pay audio signal is transmitted or simulcast by a distribution company.

3A – Background Music Suppliers


Tariff setting the royalties that a background music supplier must pay to rights owners, for the communication to the public by telecommunication of recorded music and for the performance in public by an establishment of recorded music supplied by the background music supplier, including the use of recorded music on telephone hold.

3B – Background Music


Tariff setting the royalties for the communication to the public by telecommunication of recorded music and for the performance in public of recorded music in an establishment, including any use of such recorded music provided for telephones "on hold". 

4 – Satellite Radio Services


Tariff setting the royalties to be paid each month by a service for the communication to the public by telecommunication in Canada of musical sound recordings in connection with the operation of the service and simulcasts, for direct reception by subscribers for their private use.

5A to K - Use of Music to Accompany Live Events


Tariffs setting the royalties to be paid for the public performance or communication to the public by telecommunication of musical sound recordings for live performances in a cabaret, café, club, restaurant, inn, tavern or similar establishment.

6A – Use of Recorded Music to Accompany Dance


Tariff setting the royalties to be paid for the public performance or communication to the public by telecommunication of musical sound recordings, in a place, indoors or outdoors, including a nightclub, dance club, bar, restaurant, hotel, hall, club, school and campus, for the purpose of dancing or a similar activity.

6B – Use of Recorded Music to Accompany Fitness Activities


Tariff setting the royalties to be paid for the public performance or communication to the public by telecommunication of musical sound recordings in all areas of a fitness facility and to accompany fitness activities and dance classes.

6C – Use of Recorded Music to Accompany Adult Entertainment


Tariff setting the royalties to be paid for the public performance or communication to the public by telecommunication of published musical sound recordings in a nightclub, dance club, bar or hotel where access is restricted to adults.

8 – Non-Interactive and Semi-Interactive Webcasts


Tariff setting the royalties to be paid by a webcaster for the communication to the public by telecommunication of published sound recordings embodying musical works, other than:

  • a simultaneous transmission (or simulcast) of programming to which Tariff 1A, 1C, 2 and 4 applies;
  • an interactive webcast;
  • a podcast or transmission of a program previously transmitted for playback on a device.
